Make Job Network work for all of us
The Age – Mar 24, 2008
There’s no doubt the Job Network has played a key role in the country attaining its lowest unemployment rate in 33 years. But despite its revolutionary beginnings and having received regular tune-ups over the years, the Job Network is still geared to an Australian labour market of the late 1990s. As we all know, with talk of full employment and Australia being in the grip of a prolonged skills shortage, our labour market is a different beast to that of a decade ago. The need for change can be found in the large groups of people who remain disengaged from the workforce despite our unbroken economic growth: older people, indigenous Australians, young people who have not made a successful transition from school to work, study or training, single parents and disabled people, as well as "job-poor" communities where unemployment remains entrenched far above the national rate. These are the people the Job Network has left behind. The Job Network’s focus has always been about getting people into work as quickly as possible. In fact, Job Network providers are rewarded according to how fast they can place a person in a job — any job — and keep them there… Other programs, such as work for the dole, should be replaced with social enterprises that provide real work, real training and pathways to employment. We need to make sure that unemployed people leave job programs with the skills required by the current employment market. And by providing someone who was previously long-term unemployed with further skills and personal development once in a job, we can help them stay there and even progress towards a career. Put simply, as our employment service system stands now, we are failing job-seekers, employers and the community because none of their needs is being met. Look at the massive challenge of engaging the estimated 10 to 20% of the 700,000 recipients of the disability support pension who are believed to be able to participate in the workforce. It’s a long-standing problem but so far no government has shown the courage to tackle it effectively. The main issue is the differences between the disability support pension and the Newstart general unemployment allowance in terms of payment levels as well as benefits related to health, transport and other supports.

Booker won’t discuss Loving, her former boss, or why she left Career Alliance more than three years ago. She’s expected to work as an at-will employee rather than an administrator with a multi-year contract like Loving. Her employment agreement is expected to be approved by the Career Alliance board on Friday. The same group voted unanimously to offer her the position late last month. “I think we made the right choice,” said Jimmy King, chairman of the agency’s oversight board. “She looks like good, solid people. Good, solid and different.
