It should come as no surprise that public policy for re-employing laid-off workers must change as well. Public sector workforce policies must reflect the reality of modern private sector practices. At a minimum a new “re-employment” system would: –Provide more effective support services to individuals transitioning to a new job or career. –Reduce opposition to free trade policies by doing more to help displaced workers who bear the personal cost of changes in international commerce. –Help employers minimize the cost of Unemployment Insurance payroll taxes by helping their former workers avoid prolonged periods of unemployment. –Strengthen the overall economy by facilitating workers’ smooth transition into expanding more productive industry sectors. Proposals to address these goals are outlined in a report by Rutgers’ John J.
