She had handled the Summer Youth program payroll for the Private Industry Council for three summers 1985 1986 and 1987 so when the Private Industry Council called her in March 1988 and offered her the management information specialist position in their Carlinville office she was thrilled. “I thought it would be something I really liked so I accepted the offer and have never regretted it” she said. Later career and employment specialist certification was required for those employed under the Workforce Investment Act which combines federally funded job training programs in Illinois through a workforce development system. Training and services are provided via 26 workforce investment areas. In 1993 Helderman was moved to the Carrollton Job Center now at 145 Walnut St. where she served as a case manager for an older adult program until 1996. She then got her career and case management certification from the University of Illinois and began her current duties as career specialist in which she provides Greene County residents with employment and job-training services.

8 2009 Stimulus funds will bring summer jobs for disadvantaged By Megan DeMarcoInquirer Staff Writer Twenty-year-olds looking for summer work commonly wind up stocking shelves at the local supermarket or taking orders at the fast-food place down the street. But for 600 Camden County youths and others like them all over the country this summer will be anything but typical. These economically disadvantaged young people will participate in summer-employment programs funded under the federal stimulus plan. The programs aim to get them ready for employment through training and job experience. After work-readiness training each participant will be placed in a summer job with a governmental or nonprofit agency. The programs are for people 16 to 24 with an emphasis on those who are not in school. "We want them to have a valuable work experience" said Kathleen Mayfield director of Camden County’s ne-Stop Career Center a service provided by the county.

It’s called ‘Springfield-Holyoke Gateway to Green Jobs” a name that doesn’t say it all but comes very close said Ward executive director of the Regional Employment Board of Hampden County. ‘Gateway’ in this case has multiple connotations it refers to the term ‘gateway cities’ now being used by several state agencies to refer to older manufacturing centers in the Commonwealth that are struggling to find new economic identities; there are 11 of them including Springfield and Holyoke. Meanwhile the program provides an entry or gateway to employment for unemployed or underemployed individuals. And ‘green jobs’ in this case refers to a growing list of occupations that have arisen out of regional national and even international efforts to make homes and commercial buildings more energy-efficient thus reducing society’s overall carbon footprint. ‘ These would be considered mostly entry-level positions with fairly modest salaries but they could lead to work higher up the ladder said Ward. The Springfield-Holyoke endeavor is part of a $1 million statewide initiative that encompasses five separate projects all involving Gateway cities.
